On Wednesday, April 24, 2024, a statement of facts was filed in the United States District Court for the Eastern District of Virginia, detailing a criminal conspiracy involving the distribution of counterfeit Adderall pills containing methamphetamine. The statement was filed by the United States Attorney’s Office as part of a plea agreement between the government and the defendant, Joshua William Vasquez.

According to the statement, Vasquez and his co-conspirators operated a darknet marketplace drug vendor alias, “AllStateRx,” on various darknet markets, including Abacus, Tor2Door, Bohemia, and others. They advertised and sold counterfeit Adderall pills, which actually contained methamphetamine, and used cryptocurrency to facilitate the transactions. The defendants used various cryptocurrency wallets to receive payments for the drugs and exchanged the cryptocurrency for gift cards, which were then used to buy goods and services.

The conspiracy involved the distribution of approximately 15 kilograms of a mixture and substance containing a detectable amount of methamphetamine, which was packaged and shipped to customers nationwide, including in the Eastern District of Virginia. The statement also mentions that the defendants used stealth techniques to evade law enforcement detection, such as packaging the drugs with innocuous items and using fake company names and return addresses on the packages.

The investigation into the conspiracy involved the execution of search warrants on the defendant’s residence and a commercial facility used by the conspiracy. Law enforcement found various items of value, including jewelry and designer clothing, and approximately $298,108 in cash. They also found two pill presses, three high-speed grinders, and approximately 39,996 methamphetamine pills at the commercial facility.

Vasquez was arrested on the streets of Brooklyn, New York, on February 21, 2024, and had approximately $15,726 on his person at the time of his arrest. The cash found in his residence and on his person were proceeds from the conspiracy, and the Jeep Grand Cherokee he used was also used in furtherance of the conspiracy.

The statement of facts concludes by stating that the actions of the defendant were knowing and deliberate, and that he waives any rights he may have to object to the admissibility of this statement of facts in any proceeding against him.
